What battery would give me a light bulb work?

I'm trying to light a bulb with a specific type of batteries right. and its not working not! Here are the specs of the bulb: Germicidal Tube Lamp Power: 3.0 Watts Voltage: 10.5 Volts Amperage: 0.300 Amps Base Type: E17 Base overall length: 2.48 in. Over all Diameter: 0.79 "I used A23 cells, etc. and others, but nothing works. However, with AC adapter (wall outlet), it works! but I want with batteries

I do not know what an A23 is, but you need at least 9 volts. The current is high at 300 mA, I use a bunch of D cells in series. 7 of them help you to 10.5 volts. This will work as long as you the son together properly. Get clips from the battery to a radio and some isolated son # 20, and weld together. Edit, I watched the A23, that is too small for that, but it should light briefly. Maybe you do not make a good connection to the battery? .
