Insulating the hot water line of water heater in conditioned space?

I'm building a new house and I have a closet water heater in the middle of the house (in the conditioned space). And wondered why the inspector wants me to isolate the hot water line if it is in the conditioned space? Keep in mind that I have not a circulating pump. I tried to look everywhere in the IRC 2006, CICE 2006, the CPI 2006 and could not find anything. But online I ran across this: "all remedies hot water system running through unconditioned space must be insulated to a minimum of R-4. Canadian circulation of hot water system must be isolated from the R-4 within conditioned spaces. "And I wondered where exactly is this section from the code?

You do not want that the water heating the conditioned space, or packaging of the water cooling you? It's good "sense of energy" to isolate it.
