Air Conditioner BTU needed for 1500 sq. ft. opinions house need?

I have a tri-level home approximately 1500 square feet currently have a BTU 13,200,230 volts AC supplied through the wall with the house. He's broken now and I need a replacement. Unit is at the highest level where I have 2 br, 1 ba and a lounge. The main floor has the kitchen and entry and lower level has two bedrooms, bathroom, bathroom family. The lower level is cold - I guess the cold air settles and the heat rises - making rooms upstairs very warm. I even used the fans to "move" the fresh air in the direction of the rooms. Any suggestions here? The cheapest way would be to simply replace the air conditioner wall - if yes, a unit of 14,000 btu do the trick? I thought of making a mini split, but a couple of thousand out of the reach of our budget.

Replace the unit that you have with the biggest you can fit in the hole, then install a small 5000 BTU at the highest point in the house you can. You can get small units of less than $ 150, and you might even cooling. You can install window units through the wall, just like your unit existing.
