Wall Air Conditioner problem. Bad odors on ventilator settings. Please help?

I have a fridge 2.1V 12000 BTU Thru-wall a / c. The smell is not there on the cool-down, but when adjusting the fan comes on it smells very bad, as chemical smell. A repairman came and said that this is not the freon must mold and required for cleaning. He has returned and she still the bad smell. The smell is like a chemical or paint smell something odd. What should I do please help I want to say 220 volts
