Cartoon Battery

I'm trying to figure out the name of a series of figurines. They came with cartoons, there was a stranger who met a boy and has in the recycling of other superheroes, I think. A model was a man from old boxes cans (like food cans) and you press a button on his back and made a click. Another put you a battery in his back and his head lit up. It may or may not have been a comic based off of her. It was either during the late 80's or early 90. It was certainly not Captain Planet.
