Design / assembly of a refrigeration system to cool water conticioning ar. Regulator? HELP PLEASE?

I need to mount a cooler for cooling water, the water flow rate is 8,500 liters per hour, water will enter at 18 deg C and leave at 8 deg. I want to assemble it with brazed plate heat exchanger after the condenser and evaporator. I am using a refrigerant R-404a. How to choose the size or determine the correct plate brazed HE? As a plate Alfa Laval? Or anyother manufacturer? I do not want flatplate.com How to choose the size or calculate the expansion valve? How to choose the size or calculate the cooling tower?

I would contact several chiller manufacturers and ask quotes. They do this all the time, have the details available, ready to go packages.
