Portable dehumidifier does not reduce humidity?

A portable humidifier worked well for about 5 years has failed. The fan snaps and running at two speeds. The filter is clean. The digital displays are running and seems correct. However, the air discharged is just cool (not cold as I expected), and the drain hose is dry after a few hours. When I removed the front rear, the black (capacitor?) is very hot to the touch, although there are no scorch or burn marks. All seem to be son intact, without fraying or Kinks. The copper line from the black cartridge for the "grill" on the front are cool but not cold. Thoughts? Could a freon leak be visible? Are there retailers who can recharge the freon (or simply A / C repairmen?)? It is a Maytag, manufactured by Fedders. I can not find an online manual for troubleshooting.

It could be many things from a compressor spool bad bad. It would probably cheaper to replace than to fiddle with trying to repair.
